how to keep the hourglass while still toning up?

hi- i'm a very curvy older teenager who wants to keep said curves, while toning up.

i have 32DDs i'm very proud of, a waist measurement of about 28 inches, and hips around 35 inches.
i wear a size 10-12,weigh about 175 lbs and my thighs/legs are my problem zone. all my weight goes to my thighs. With hormones etc I have just continuously put on weight and I'm looking to try and put a stop to that.
i'm looking for exercises or things to do that will specifically targe this area (versus total body weight loss).
oh- i'm not super prone to losing my chest weight-- i had 32C/Ds even when I weighed 115 lbs.

how tall are you?? I weigh 150 and my waist/hip measurements are larger than yours as is my bra band width size. =/ just wishing I had those smaller measurements myself! LOL

Well now that I look at things, I guess you are heavier on bottom, like you mention. I'm more even out all around. I gain/loose pretty evenly except the boobies, those dont really go away either =(

I have been doing lots of squats and that seemed to help my thigs, you may want to try that.

(this is the OP)
i'm 5'8".
and you're right that i'm heavier on bottom-that's prob where the difference comes in. my thighs are a good 24 inches around.
i'm also very long-legged. i wear petite jackets/shirts and long pants (i have like a 34/35 inch inseam). so the measurements you're reading are definitely the good half of my anatomy lol.
i have a hard time with pants because the waist band is always loose/while they're tight on my thighs :/
also- i think i incorrectly measured my hips (i didnt realize you're supposed to measure on your butt and measured just above lol)- so i'm actuallly more like 40 inchesish.

i've done squats and leg weights and all that, i'm just actually looking to lose weight on them as well as just muscle build up as they really are disproportionate.
