The person who is overweight will lose faster because more weight means your body is burning more calories all the time, even fat burns some calories (though not many, and not as many as muscle). For example, a 300 pound person will burn more calories in a 30 minute walk than a 120 pound person.

If you've ever watched Biggest Loser it's usually the ones with the most to lose that lose the most on the scale and they're all usually working pretty hard in the gym everyday and eating right.
