Eat foods high in iron. Iron brings blood to the brain.

I've heard that Vitamin E is good for circulation.

I noticed a huge improvement in warmth in my extremities and the appearance of my skin about 6 weeks after I started exercising regularly. I also no longer have a tendency to feel cold. So if exercising is an option you haven't yet explored, well, make friends with your sneakers.
