Running vs. Strength Training

I currently weigh 123 lbs. I want to get down to 110 lbs. However, I want to be fit and toned as well. To do this do I need to concentrate on building up my running time or on building muscle through strength training. I really want to lose the flab around my waist. Having three kids has done a number on my middle region...I am already drinking tons of water all day, I do not drink any sodas, and I am eating very healthy with lots of fruit and veggies in my diet. I generally go from 1300-1600 cals a day with good portion control.

I just want to know what has actually worked for you...
