how many pounds is water?

i've searched the previous threads and found several things on water weight, but what i want to know is-

my passive agressive dad who i don't see very often, thank goodness, said to me on the phone the other day- i'm so proud of you, you're doing so good on taking control of your health, but you do know that the first 15 pounds is water weight right? i immediately called BS on him and said there's no way that's right, he got indignant and said well you can take it up with dr. so-and-so. i said, i really don't know but maybe he said that's how much it would be if YOU lost weight, considering your size.

so i guess i want to know is- dependeding on size does the percentage or poundage fluctuate? as in with a 400 pound person it's 15 pounds and a 200 pound person it's 10 or 5? am i on the right track, or completely off?
